This is just a file to test if users can reach repo

example test for BAT file would be:

This file is used by scripts to check for Windows VPN connection.

For some reason at this time (Oct 1, 2014) this server is not available
to computers that are connected via UAG.  It is only available when
they are connected via VPN.  Using this bug in my favor.
